Kwalia Books publishes the Blueprint for an AI Bill of Rights, unabridged
Volume 2 of the AI Law & Governance Library sets down the 2022 text in full, with its technical companion and the public consultation record, beside Volume 1, The EU AI Act
London, November 2026. Kwalia Books announces the publication of Blueprint for an AI Bill of Rights: Making Automated Systems Work for the American People, the second volume of the AI Law & Governance Library. The edition reproduces the official text of October 2022 without abridgement, in hardcover, paperback and ebook.
The Blueprint sets out five principles for the design and use of automated systems, each stated as a protection the public should be able to expect, from safe and effective systems to a human alternative when an automated decision goes wrong. Its second part, a technical companion, describes what each principle asks of the people who build, deploy and govern those systems. Two appendices follow: a catalogue of the automated systems the framework has in view, and the record of the year of public consultation that preceded it. The volume runs to 92 pages with 115 endnotes.
The Blueprint is a framework and not a law. By its own terms it creates no legal right and imposes no obligation. This edition adds a clean setting and the apparatus a reader needs, and nothing more.
The AI Law & Governance Library is a Kwalia Books series collecting primary documents in artificial-intelligence law and governance. Each volume is unabridged, with clean typographic structure and source attribution. It is the documentary companion to New Citizenships: one shelf asks how we ought to live with artificial intelligence; the other gathers how governments and institutions are already beginning to decide it.
Volume 1, The EU AI Act, was published in June 2026. It reproduces Regulation (EU) 2024/1689, the first comprehensive law on artificial intelligence anywhere in the world, in full: 180 recitals, 113 articles and 13 annexes, as published in the Official Journal of the European Union.
